Civil Air Patrol, the auxiliary of the United States Air Force, is a volunteer organization with three missions: Aerospace Education, Cadet Programs, and Emergency Services. The CAP Chaplain Service supports these missions and serves the 61,000 members of CAP through
- upholding each member's First Amendment right to religious expression
- moral and ethical instruction to cadets and seniors
- worship, liturgies, rites, and religious observances
- pastoral counseling and spiritual leadership
- consulting, advising, and coaching of CAP leadership
- support and intervention during emergency services

About CAP Chaplains
Above all, CAP chaplains carry out a ministry of presence in the units they
serve. The chaplain is a member of the commander's staff, and serves as the
advisor to the commander and the commander's staff on matters of religion,
morale, cadet protection, ethics and the well being of CAP members under his/her
command. CAP chaplains may also provide support to active-duty military units
when they are at home in non-combat situations.
CAP chaplains must meet the same standards as other military chaplains, and must be endorsed by a religious body recognized by the Department of Defense Armed Forces Chaplain's Board.
About Moral Leadership Officers
Moral Leadership Officers provide Character Development training to the cadets and senior members in their unit. If a chaplain is assigned to the unit, the Moral Leadership Officer is a member of the chaplain's staff. Otherwise the Moral Leadership Officer reports to his or her commander and the wing chaplain.
Moral Leadership Officers do not provide ministerial services and are not protected by the same clergy confidentiality laws as chaplains.
