New "buzz word"

Okay, what is a tagger? For the last few weeks I've seen this word popping up on the net and then I am seeing scrapping kits for "taggers." Would someone please enlighten me? What is a tagger?

Taggers use small (usually 400x400 px) versions as they make graphics (signature graphics etc) for online use only. If you ever want to print your layouts, do not go for tagger size!
any way that is what I think, maybe some one will post that knows more about tagger then me.
